The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of opposing developments captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are delivered from different nations. Immense energy is expended on managing certain initiatives. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from Russian territory, a capacity afforded by up-to-date information. From vantage locations, military aircraft that had been deployed to intercept incoming cruise missiles roared overhead – modern combat jets supplied to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, most likely supplied through partner states. Every launch shakes the surroundings, shaking the windows. The brief panic quickly gives way to grim resignation: possibly the hostile projectile won't strike its target this time, preventing destruction from catastrophe and another blackout.

Persistent Threats

Following this, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the bullets missed the opposing UAV – it continued its flight toward its target.

Periodically, this persisted until dawn. Kyiv faced the early updates: several casualties, damage and utility failures in numerous residences as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on external assistance – a dependence that European nations are evidently unprepared to replace in the near term.

Unsuccessful Negotiations

The 28-point plan from Washington sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new proposal from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This cycle will, certainly, persist.

Political Considerations

It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington functions according to a assumption well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The US administration presumes that it is unrealistic to compel Moscow to relinquish the areas that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not shift further in its advantage in the near future.

Opposing Positions

Therefore, Moscow is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a total frontline collapse until conditions improve in its favour.

Current Realities

Factually, there are no actual prerequisites for a armistice. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a mere seven days to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.

While new plans based on old ideas are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate particular unwillingness to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
